Is Imran Khan being offencive?

A list of celebs appeared for the premiere of highly applauded movie "The president is coming". Some of them were Imran khan, his GF Avantika, Prachi Dessai, Payal Rohatogi, Music Dir. Vishal, etc. What is worth noticing is the statement which imran's T-shirt carried. It displayed a pic of American Pres. George Bush saying International terrorist. Now that to me is a bit over the top. Calling someone[anyone] as prestigious as American Pres a terrorist is Offensive. Unless he has his own intelligence agency having valid proof of wat he is stating.
